On the internet, where the electric swarm sloshes, every particular thing is being said. But nothing is ever said by everyone. Every thing is being said by someone. And so you can always find everything being said.
You can probably even find 1000 people saying most things. And 1000 people is a lot of people at a party, but not on the internet! And it's certainly not everyone. It's technically “some people” insofar as it's more than one, but it's so much closer to no one than it is to everyone it may as well be none.
So when you see someone claim that “people are saying…” whatever it is they're on about, it's almost certainly true that some people are saying it, but since everything is being said by someone online, this is true of all things.
Replace “people” with “several people” or even “some people” and it really takes the punch out of the proclamation. In fact, people may not even exist.
